Chiquita R. Barkley
Ms. Barkley serves Butts County as the County Controller and in this capacity, oversees all of the financial management practices of Butts County. She works directly with the County Administrator in the planning of the annual budget and is responsible for implementing and monitoring the budget through the fiscal year. She also oversees the day to day processes of the financial department including accounting, payables, receivables, payroll, taxes, bank accounts, investments and a multitude of related functions.
Ms. Barkley is a lifelong resident of the High Falls community. Prior to her employment with Butts County, she worked as the Business Manager for the City of Atlanta Department of Law. During her eight years with Atlanta, she held a number of positions of increasing responsibility including Administrative Legal Assistant, Assistant Accountant, Administrative Analyst, Senior Administrative Analyst and ultimately Business Manager. Prior to her work for the City of Atlanta, she was the Office Manager for the Methodist Home for Children in Macon.
Her educational background includes a diploma in Accounting from Southern Crescent Technical College, a Bachelor of Science from Mercer University and a Master of Business Administration from the Keller Graduate School.
Her experience includes inventory management, budget development and management, financial analysis, variance analysis, cash management, HR/payroll and customer service skills. In addition to her accounting and finance skills, she also possesses a considerable background in human resources. In her most recent position, she served as a member of the senior leadership team with responsibility for implementing strategic initiatives, overseeing day-to-day activities in the management of the Department of Law for the city of Atlanta and handled both financial management and budget planning. She also served as an HR Generalist (professional certification) and managed recruiting, hiring, employee relations, compensation and benefits.
